    Rajasthan Royals secured a thrilling six-run victory over Chennai Super Kings in their recent IPL match, but their acting captain Ryan Parag faced an unexpected setback. The young cricketer was fined Rs 12 lakh for maintaining a slow over-rate during the match. The Indian Premier League (IPL) governing body imposed the penalty as per its strict code of conduct regarding the minimum over-rate requirement.

    The game, played at Barsapara Cricket Stadium, saw the Royals defend a total of 182/9, restricting CSK to 176/6. While the team celebrated their first win of the season, the penalty on Parag has sparked discussions among cricket fans—will he have to pay the fine himself, or will Rajasthan Royals cover the amount?

    Who Will Bear the Penalty? Understanding the Fine System in IPL

    Whenever a player is fined in the IPL, there is no fixed rule stating whether the individual or the franchise should pay the amount. Reports suggest that, in most cases, teams absorb these fines to support their players. Past instances, such as the infamous on-field altercation between Virat Kohli and Gautam Gambhir, saw teams paying the imposed penalties on behalf of the players.

    However, some franchises deduct the fine from the player’s match fees. While there is no concrete evidence confirming whether Rajasthan Royals will cover Parag’s fine, there is a strong possibility that the team management might step in, considering it was a collective responsibility.

    The penalty system in IPL is designed to maintain discipline. If a team is found guilty of slow over-rates multiple times, the consequences escalate. Previously, captains faced match bans for repeated offenses, which had a significant impact on team performance.

    What Is the ICC’s Standard Over-Rate Rule?

    The International Cricket Council (ICC) has specific guidelines for the number of overs teams must bowl per hour:

    • Test cricket: Teams must bowl at least 15 overs per hour.
    • ODIs: Teams are required to complete 50 overs in 3.5 hours, maintaining a rate of 14.28 overs per hour.
    • T20 Internationals: The minimum requirement is 20 overs in 1 hour and 25 minutes, translating to 14.11 overs per hour.

    Failure to meet these benchmarks results in fines, fielding restrictions, and even suspensions in some cases.

    New Over-Rate Rule in IPL: How Hardik Pandya’s Case Led to Changes

    Ahead of IPL 2025, the BCCI introduced a significant change in the penalty system for slow over-rates. Previously, captains faced match suspensions if their team failed to maintain the required over-rate multiple times. However, the new system replaces match bans with demerit points for captains.

    This decision came after Mumbai Indians captain Hardik Pandya was penalized during IPL 2024 for a slow over-rate in a match against Lucknow Super Giants. As a result, Pandya had to sit out Mumbai’s opening game against Chennai Super Kings in the following season. The BCCI’s modification now ensures that captains do not miss crucial matches due to over-rate offenses, but repeated violations will still attract strict penalties.

    What Happens If a Team Repeatedly Violates Over-Rate Rules?

    If a team continues to maintain a slow over-rate throughout the tournament, the consequences become severe. While the first offense results in a monetary fine, repeated breaches lead to harsher penalties:

    • First offense: The captain is fined Rs 12 lakh.
    • Second offense: The captain faces a Rs 24 lakh fine, while each player in the playing XI is fined 25% of their match fees or Rs 6 lakh (whichever is lower).
    • Third offense: A fine of Rs 30 lakh is imposed on the captain, and they also risk being suspended for one match.

    While the BCCI has removed automatic match bans, consistent slow over-rates can still impact a team’s performance and finances significantly.

    To prevent over-rate penalties, IPL teams adopt various strategies, including:

    • Quick Bowling Changes: Reducing the time taken for field adjustments between overs.
    • Pre-Planned Bowling Rotations: Ensuring bowlers are ready for their spells in advance.
    • Strict Over Timings in Practice Matches: Simulating real-match conditions during practice to maintain discipline.
    • Limiting Strategic Delays: Avoiding unnecessary discussions and prolonged decision-making on the field.

    Franchises also appoint analysts to track over-rate performance and suggest improvements. This proactive approach ensures teams meet IPL’s timing requirements while maintaining efficiency during matches.

    What’s Next for Ryan Parag and Rajasthan Royals?

    With the fine imposed on Ryan Parag, it remains to be seen whether Rajasthan Royals will absorb the cost or deduct it from his match fees. Regardless, the team will be more cautious in upcoming matches to avoid similar penalties. As the IPL season progresses, franchises will need to balance aggressive gameplay with adherence to league regulations to avoid financial setbacks and potential suspensions.
